By 2015, 3-year ECE program enrollment 75%, developed area >85%.

By 2015, over 70% ECE programs will be public run programs, and all will meet the provincial quality standards.

Fujian

By 2015, 3-year ECE program enrollment 93%.

One program is set up for a population of 10,000 in towns, and 3,000–6,000 in rural areas.

Guizhou

By 2015, 3-year ECE program enrollment 60%.

By 2020, provincial finance will support 1,000 new ECE programs, each town or city neighborhood will have at least one public ECE program.

Hainan

By 2013, one year ECE program enrollment >80%; 3-year ECE program enrollment >55%.

By 2013, 30 new public ECE programs will be built, 100 town programs renovated or enlarged. Over 75% of the towns will have public central ECE programs. Over 20 % of the programs will meets provincial or city quality standards.

Hebei

By 2015, 3-year ECE program enrollment 70%.

By 2012, 1,000 ECE programs will be either renovated or newly established.

Heilong-Jiang

By 2015, 3-year ECE program enrollment 65%.

By 2015, public programs will comprise takes over 40%, and 80% of programs will reach basic program standards.

Shanxi

By 2013, 2-year ECE program enrollment 85%; 3-year enrollment 75%. One year of free ECE education starts from 2011.

Anhui

By 2013, 3-year ECE program enrollment 60%.

By 2012, 973 new public ECE programs will be established, and 955 public ECE programs will be renovated or enlarged.

Sichuan

By 2015, 3-year ECE program enrollment 70%.

By 2013, 1200 new public ECE programs, and 500 private program will be established.

Guangdong

By 2015, compulsory 3-year ECE program for all children.
